xml/html special character weirdness

None of these copy/paste:

‐
‐
—
‐
–

They display well in my browers (firefox, konqueror, and lynx), but paste as 
a "?". Then there's:
­
­

These ones don't display at all, they're invisible, but paste as a "-".

So, then I tried:

-

And it works. 

Is this normal?

Also, is there a better place than general.ent to put:
<!ENTITY percent "&#x00025;" ><!--PERCENT SIGN -->
<!ENTITY dash "&#45;" ><!--DASH/HYPHEN SIGN -->
