I can't find any posts from a "kernel developer" saying linux-2.4 is safe to build with gcc-3.4, only posts from users. I found recent (2006) posts saying 2.95.3 is still the reccomended compiler. I found some posts that suggested gcc3 was discouraged because of buggy gcc-3.0,3.1,3.2 releases, but not gcc-3.4. And other posts that suggested gcc2 is reccomended for linux-2.4 because of bugs with non-x86 architectures. The prepatch linux-2.4.34-pre6 version added some modifications to help gcc4 build linux-2.4.
So, I don't know. robert
