You shouldn't deviate from the book in that area.
The necessary components were probably installed correctly.
The scripts in a build dir are only used for building that
specific program. Warning: Do not install them anywhere.

automake, autoconf, and m4 are essential parts of the gnu
build system.
configure.ac, configure.in, and other scripts are used by
these tools at build time to make a configure script, a
subsequent makefile, and ultimately the program binaries.
