Binutils will fail some --static tests if libz.a is missing. final_system/zlib.txt needs to build and install libz.a. It should be moved to /usr/lib/static so Binutils can not link to it during her build. During Binutils tests -L/usr/lib/static needs to be added to LDFLAGS... also try LDFLAGS_FOR_TARGET, LDFLAGS_FOR_BUILD, and maybe BOOT_LDFLAGS. If that doesn't work, then libz.a needs to be symlinked or copied for the duration of Binutils test suite.
