Quite a few of the links in the pre-install dialog boxes for different tools 
are broken. I've seen this one in the HLDS and SRCDS preinstall boxes myself:

As for the VERC content, I don't believe a lot of the content there was ever 
backed up outside archive.org.  Just curious though, is there a particular 
reason why they want to implement there own wiki type system and not use the 
VDC WiKi? Valve has said in the past that GoldSrc related mapping \ modding 
articles are more then welcome there.

VERC has been down since early last year. It's mostly Goldsource-related
articles and tutorials, the Source stuff that was there was moved to the
VDC. If anyone's interested in the tutorials/articles that were there,
they've been downloaded from the Internet Archive and uploaded to
TWHL<http://twhl.co.za/articulator.php>(temporary page). Eventually
it'll be made into a wiki-type system so that
all the missing images can be remade by the community.
Or you can use the Wayback link that was already posted.
