I took a quick look at the movie (very handy remote debug tool, that YouTube! :), and it definitely looks like the sky is blooming out completely to me. I would guess that is *does* have something to do with the way the HDR is set up, as Saul suggested, and in particular how the HDR skybox is set up, which is pretty different than a regular skybox. Not familiar with the stock skybox asset that you are using, but a good way to test this out would be to set "mat_hdr_level 0" at the console. Does that make any difference? If so, then maybe try out the sample HDR skybox that comes with the SDK, and see if you can get that working.
