Hobo is installed by existing inside your vendor/plugin folder. When you hobo a new application that is how it installs. it creates a rails app, puts hobo in the vendor folder and then runs some generators. I would recommend taking a checkout of hobo from github and throwing it in the vendor/plugin folder.
