I tried :new_key => true on a transition which also has :available_to
=> :key_holder and I get Operation Not Allowed.

This is not to clear the key as I was suggesting earlier to prevent
the key being used for multiple transitions but for a case where one
keyed transition follows another:

For example

User signs up, gets an email used to verify email address.

User clicks on link to verify email address and another email is sent
to that user's supervisor with an authorize user link.

The users supervisor authorizes the user by clicking on the link in
the email.

So the hangup is that it appears that the transition cannot check a
key and generate a new one in the same step.
