Yes, I'm not surprised that is what is happening to you. At a first guess, I suspect that the problem is in the login form and friends. As a test, could you create an html page that submits to /admin/users rather than /users? IOW, copy the HTML from /login and tweak it to submit to /users and see if that works. If it does, please create a lighthouse ticket. If not, keep posting here. :)
