Rapid (Hobo's tag library) uses a concept of 'enhanced tags' -- these are
regular tags that you are familiar with, that know how to fill in details that
you don't give them.
For example, in HTML it wouldn't make sense to have an <a> tag without either
an href attribute (for a link) or name attribute (for an anchor to target with
other links).
If you don't give either of these, Rapid's enhanced behaviour kicks in - in the
case of <a>, you get a link to whatever is in context, which works great most
of the time.
In your case it looks like you have nothing (nil) in context, so you obviously
don't want to link to that : ) So IOW you don't want the enhanced behaviour.
Simply do
<a href="...">My Link</a>
Where ... could use regular Rails helpers, e.g. #{url_for ...}
Other tags like <input> and <form> have the same approach - if you use them as
you would in regular HTML, they don't do anything surprising.

p.s. if a class is in context, you get a link to the corresponding index page,
so you could also do
<a with="&Message" params="&my_hash">...</a>
