Installing with gem instead of apt-get should fix. I was able to find

I did not get this error with 9.10, nor do there seem to be any other
problems.
You can work around the problem by running rails and hobo separately
as follows:
rails <application>
hobo --no-rails <application>
I will generate a bug report when if I can track down the problem.
