Sounds like you want the ability to change documents on the edit-
page.  try adding has_many :documents, :accessible => true to your
Package model.

This should give you a standard input-many form be able to add/remove/
update documents from the package.  If you don't want the update, you
might be able to get that by changing permissions so that certain/all
fields can't be updated.
