Thanks, but authorisation is not the biggest worry. I was a bit unclear on the requirements. Not only is the admin to decide which states and transitions to make available. He will be able to change the full set of states and transitions. He will create and delete states and transitions at will. Basically he will change the lifecycle of the object at will.
