I've been thinking about this, also, but I think you could make a new "sass" 
theme with a 'config.sass'  (or .scss) file that sets the sass variables and 
other files that use them.   In fact, I might go try this!    I don't see a 
compelling reason to set theme variables in the markup. 

I want to stress that if you want to use SASS in your Hobo app there is nothing 
holding you back.   Hobo uses neat, shiny hobofields, and cool dryml, but the 
css in the themes is just css (no offense to the theme-writers).  You can 
replace it and mess with it with almost complete abandon without messing 
anything up.
