It seems what would be the best solution for uptime would be a fully distributed cloud where people can put computing resources/storage/bandwidth up for sale. The trick being to match up buyers to sellers and account for the now widely spread resources and how to handle sharing/redundancy. Definitely the hard part is figuring out how to weight the different parameters in choice.
