Hobo 1.0 will work find with Rails 2.3.8 although there are known security holes in 2.3.8 I don't know how serious they are and how likely they are to affect a small Hobo app. You'll have to vendor all your gems & plugins because it doesn't sound like an environment that will install gems for you.
Down-migrating an app from Hobo 1.3/Rails 3. to Hobo 1.0/Rails 2.X would be a significant challenge. 2.X to 3.X is significant enough, but there are automatic migration tools and tons of guides to help.
