Hobo 1.3 only works with Rails 3.0.X, so you'll have to uninstall Rails 3.2.3 and install Rails 3.0.12. (It is possible to have different versions of Rails simultaneously as well as 3.0, but the easiest fix is to just have Rails 3.0 installed)
Hobo 1.4 only works with Rails 3.1.X although hopefully soon I'll fix it to work with rails 3.2.
