AFAICT, you'll need to specify both options. I suppose it's theoretically possible that somebody will want an invite-only app but deliver the invitations some way other than email. Since that's so unlikely, we should probably just force on activation-email like we force on admin subsite, but I don't think the way it is will trip anybody up.
