Hobo has some limitations when redefining parameters. Most famously,
you cannot use both prepend-foo and append-foo. You may be being bit
by this.
Try this:
<field-list: replace>
<field-list fields="name, password, password_confirmation"/>
<input id="accept_tos"..../>
</field-list:>
