thanks for guiding me, first: there is no bug.
I did 2 things wrong:
1. Naming a model page creates strange errors, but only on rare
occasions. So I renamed it to webpage.
2. If I want to have a transition available in a subsite, I have to
declare it explicitly by
transition :publish, { [:draft, :archived] => :published },
:available_to => "User.administrator", :subsite => "admin"
