I’d be keen to see (preferably relatively small) test-cases for breakages along these lines. Holmake has changed fairly dramatically in its dependency analysis over the last few commits to the repository version, and as per the hol-builds mailing list (to which you should subscribe if you are working with the repository version), it is clearly broken in some cases.
