I am not sure OpenOffice has default support for opening wp51 files.
After a google on wordperfect + openoffice I found: an external
openoffice related project here, it mentions that support is not yet
included (2003):

You can to set which program handles the files with the said file
extentions (rar/zip and other files) somewhere in the Windows
Explorer (Tools - Folder Options - File types in XP).
