This sounds like a reasonable compromise. I am not a vendor manufacturer though, don't know the cost of this.

This is like the leds on the smoke detector, which start blinking once the battery level is low. They signal a problem, but it's up to the user whether to ignore it, or to fix it.

I don't know if it's local requirements, but my smoke detectors start chirping once every 5 minutes or so when they're low on battery. I don't want my home gateway to start doing that :P
