1) is anyone actually doing this now? 2) the RIRs need to be pushed by the IETF to make some Non-Connected Network (aka "ULA-Central") space available at very minimal cost to Enterprises. 3) ULAs across sites would piss me, and anyone else off who had to debug. You need reverse DNS and whois in a big enterprise. The proliferation and confusion as a result of RFC1918 in enterprises proves this.
