I will note that I raised my concerns about coupling configuration to
routing (since I foresee routing needing to evolve) last year (or was it
the year before?), and it fell on deaf ears.

This concern about coupling configuration and routing is an *architectural*
issue, and the time to capture architectural concerns is *now* as work on
that is finishing up.  As to what routing or configuration protocol, I have
no horse in either race.
