The point of excluding LLNs is that the text purports to cover routers in the home, and LLNs are routers in the home. To force LLN routers to provide all the functionality that we are proposing homenet routers will provide would be overly burdensome. So LLNs are customers of whatever connectivity the homenet routers provide, and are not themselves homenet routers. Does that make sense?
