I think the motivation with Daniel's draft was to provide support for the optional case where the ISP wants to support it, because you get some better results in that case, but clearly the full solution needs to work "well enough" with partial or nonexistent ISP cooperation. Have you looked at https://datatracker.ietf.org/doc/draft-lemon-dhc-dns-pd/ ?
