Sorry, there is no intention to tell networks where 64 works that 64
must not work.

There is however an intention to not say 64, and just say 'n'.

Old:
Although that choice is completely implementation specific, prefixes
of size 64 are RECOMMENDED.

New:

> implementations MUST support prefixes of arbitrary length.
