Yes, the idea would require the Low-Power to publish a route injection request 
in HNCP. HNCP is able to detect dead neighbors.
That means Low-Power devices would need to participate in HNCP, so the 
feasibility depends on how small the battery is.

We *really* need to clarify which kind of battery-operated devices we want to 
support. Because HNCP will be suitable for some, but not all of them.

- If the device can run HNCP -> Proposal #1 (or any other similar route 
injection using HNCP) would fit
- If the device can’t -> Define HNCP proxy mechanism… But I personally wouldn’t 
go there.
