That's not correct. If you read the draft, in the /128 case there is no
need for this information to be published using HNCP. You would only
publish which routers take part in the roaming.
Wouldn't it speed things up when doing handover, if the information was
already known to all participating routers? It could populate ND tables
immediately upon association instead of having to run ND queries itself?
