Comment:
ChangeSet [59] addresses a portion of this issue. It ensures the current
keyboard layout is the one selected in the drop down for the OS
Administration -> Configure Keyboard Layout walleye UI menu.
There are two sides to this issue: keyboard layout and locale. The UI
configures the keyboard layout. We do not have an interface to address
the locale which is the purpose of the LANG environment variable.
