Given that we've seen people on the list having to go out people on the list having to go outand buy network cards that work with CentOS 5 though, I think the effort required to get it to 5.5 is worth it. After that, we should probably start again based on a more modern way of building the iso.And re-jigging the docs to give more information about qebek rather than sebek (https://projects.honeynet.org/sebek/wiki/Qebek) etc.
Basically I agree with you Earl: the current roo is a pile of fixes atop fixes atop fixes and it should probably be done afresh. That will take a while though.
