All that really does is enable/disable and show yum repo status
(enabled/disabled).  I'm a little out of touch with where things are
in the very latest (yet still very old) release but here is the file
in question in the code repo:

https://projects.honeynet.org/svn/honeywall/honeywall/trunk/rpm-devel/roo-base/src/usr/local/bin/hwrepoconf

You can accomplish same by manually editing individual repo files in
/etc/yum.repos.d/
