>From the administrators viewpoint, I can tell you that sometimes, that is
sometimes, there is a financial reason for not filling a vacant chair.  If
the conductor has full control of selection - with advice from a committee
of players, he/she may suggest that none has reached the standard because
he/she knows that the substitutes are good enough, but the season is
underfunded. Rather than cut back on the programming, it may be better to
wait another year.  Of course this doesn't explain everything.  Another
thought is that all the players like sub #x and they are happy not to
replace him/her unless there is someone substantially better.
