I AM a teacher and I feel that since we know neither the pupil nor the
teacher in this case, it can be very unfair to criticize either.

As others have indicated, there may be very good reasons why the teacher has
suggested this particular piece.  There are certainly a few passages which
do not demand advanced technique but which are very useful to practice
certain aspects of playing - is the pupil being asked to play the piece in
its entirety or just certain passages?

We simply do not have enough information to pass judgement here as to
whether this is correct teaching or not.

Certainly, the first line of attack is for the pupil to talk to the teacher
and express any concerns she has.  She may be surprised and pleased at the
response.
