I occurs to me that those people who are actually going down the path of
learning quarter-tones, that maybe it would be helpful to use two tuners:
one set at 440 and one set at 415. This would give us a way to "peg" each
of the 24 tones in the scale. You may have already found that a
quarter-tone on most tuners just sets up a bounce back and forth that
isn't very helpful . . . .
