You can train a rat so that if there is a silent gap in a constant tone, there is going to be a really loud noise coming very soon that would normally startle a rat. Because they know the loud noise is coming, it won't startle them.
If they have tinnitus, they can't hear the silent gap, so they are startled anyway.
