I have scanned the programs and loaded them on a web site I have access to.  
They are rather large files and may take a while to load.  The 1907 program is 
the smallest of the 3. Enjoy.

As far as the changing personnel in the horn section, the Symphony was 
undergoing a rebuilding.  According to the symphonies web page:

"new and noteworthy musicians" were being recruited during this time period.
