Many people did so in the past, but dont we have a strong
tendency to use the original spellings ? The autograph
versions ? Well, the name is German, but as "Umlaut" makes
no sense in many languages, thee is the compromise to use
the "ae", "oe" & the ue" instead.

To David Goldberg: you meant 2 volumes Händel-Studien not
Etudien.

To Richard Burdicks question:
As a bravura aria, the aria from giulio Cesare is unique, as
Haendel used the horns in pairs or double pair for the
symphonies in his many operas or the orchestra concerts or
choirs & other arias. These parts are most exposed &
demanding due to the high tessitura. As they come often
after a long pause of over one hour, it is wise to arrange
the seating in the orchestra in a way, that the horns can
sneak in two numbers earlier, so to prepare themselves in
the dressing room & keep the embouchure warmed up.

My understanding of the matter, from informal research I did
a few months ago, is that Handel changed his name to
"Handel" when he became a naturalized English citizen;
hence, "Handel" in English-speaking countries, just like
"handle." (Continentals probably still use the umlaut
because they don't want to give him up to the English!)
