I agree with your propositions to describe road conditions and river crossings. Feel free to revise the wiki page to describe these.
So, I translated in English my proposal/explanation for road status made initially for Madagascar. English improvement is welcome.
This way, we will have one page that apply to the various countries. And we should eventually change the name of the page from Mali to African_Countries.
