The admin_level tag is to be used for boundaries only and not for the node with
the place tag.
To define the boundary limits, If you define a relation to combine the multiple
ways, it is on this relation that you add the admin_level tag. It would be
redundant to add it to every way included in the relation. To assure that
people do not erase these ways by mistake, you can simply add a note=limite
administrative.
