Although what Pierre said about putting the tags on relations, boundaries are a bit of a special case. I think for those you put the admin_level tag _both_ on the relation, as well as on the way itself. I am not 100% sure if this is still the case (check the wiki I guess for sure) but at least in the recent past this is how it was done. This is because some software has issue without the tag on the way I guess but I don't know further details.
