I got a response from OCHA via the DHN and they suggested that road connectivity in the Tacloban and surrounding area would be good to shore up. I had a brief look and it looks like the road network is farliy complete in the area but it would be good for someone to download the whole area via overpass and double check all the roads to make sure all the major ones are in there as well as map villages footprints with landuse=residential like you suggested.
