I expect it will only take 3 or 4 people a few hours to assess the damage on all the the ~30,000 buildings in Tacloban. Since we have already traced all the buildings from Bing, we can just select them in groups and mark them damaged/destroyed/etc. With filters in josm this goes very quickly.
