If you don't know what is under the cloud, then you can hardly add something to the map for that area.
However, if we're talking about a small area, or low resolution drawing anyway, and your estimate is most likely to be correct, then you don't need to make a break in the road just because you can't see it. You could make it a way of its own (but connected with the rest of course) with a fixme describing the uncertainty.
