You can open it in JOSM with the OpneData plugin and it will prompt you to load a particular layer from within the zip file. There are several layers which could be of use to OSM but the most useful is the damaged roads and bridges layers. I would like to make this available to the community to use to mark the appropriate road segments imapssable (please check to find the correct tagging as I do not know exactly how to tag that).
