I can only tell from my perspective, I would look what's the offset of the majority of objects in the tile and the surrounding tiles, and use that as your offset.
This presupposes that you use JOSM. With the browser it would be difficult. A question would be then if you should correct the minority of misaligned objects. I don't know but I guess so.
