Hi Ribin, The website problem in question was about the HOT website, hotosm.org.
You seem to be are having a problem uploading data to the osm.org API ( http://api.openstreetmap.org/api). I've never been to Bangladesh and don't have any idea of the quality/stability of your Internet connection but the problem might very well have to do with that in stead of the osm.org. In fact, it likely is a problem with something in the connection in the local end. It can be really annoying, I know. But there's unfortunately not very much you can do about it except try to ensure that e.g. people are not using the connection that you are using unnecessarily. It sometimes happens that downloading more data also makes the upload link slower or more choppy. I've experienced that both in Nicaragua and Haiti, which are my two main points of experience in less-than-perfect connections. So, what ever download activity (media such as videos even photos, even just a lot of "normal" web browsing, especially downloading of some bigger chunks of data) might well impact your ability to upload OSM edits to the osm.org API.
