I guess the two words do look quite similar.

The main concern regarding the security issue with the Government of
Armenia was 1) that restricted military bases and infrastructure can be
mapped on OSM, 2) people could tamper with data on OSM and 3) that building
attributes uploaded to OSM via field mapping would be used against them in
a time of war.

The example they gave, was for basement = yes.  Their argument was that
this information could be used against them during war as it would reveal
that there are basements for people to be hiding in.

Some context- Armenia has a closed border with two of its 4 neighbouring
countries, Turkey and Azerbaijan, the latter of which it is still
technically at war with.

The resistance of some local and national governments to use OSM data in
lieu of having no cadastre data at all perplexes me - so I have recently
taken up a research masters to study this.  If any of you would like to
discuss further I would be happy to at the Summit this week.
