Generically when databases are overloaded they sometimes work better in the early morning or before noon GMT. One technical reason is the log files are shorter. So if you've been working in JOSM just save the file then try an upload early next morning.
This also works on overloaded internet connections the earlier in the day you work the quieter it is.
